Canoo, a leading high-tech electric vehicle and battery module designer and manufacturer, announced early last week they had finally settled an incentive and jobs agreement with the state of Oklahoma and the Cherokee Nation totaling more than $113 million.
This puts back in motion plans to construct a vehicle assembly plant in Oklahoma City and a battery module manufacturing plant in the MidAmerica Industrial Park in Pryor, respectively. More than 1,360 jobs are expected to be created. Pryor is a 20-minute commute from Claremore on the four-lane State Highway 20.
Canoo also signed on-the-job training agreements with the Cherokee Nation. Under these agreements, the Cherokee Nation is committed to working with Canoo to identify skilled workers within their reservation to staff the battery module manufacturing facility in Pryor.
Canoo is already hiring for both sites and is advertising for its open positions. The company is working closely with the Cherokee Nation and with the State of Oklahoma and local career technology schools and staffing agencies to recruit and train a skilled advanced manufacturing workforce.
Some job postings already online include HR, manufacturing associate-team lead, senior CAE model building engineer, battery management systems engineer, charging infrastructure engineer, and team leads for manufacturing. Additional Oklahoma City jobs are posted.
According to the latest announcement, the incentive agreements will be spread out over a 10-year period and require the company to meet job creation and investment targets.
Canoo first announced plans to build in Oklahoma in June 2021.
Tony Aquila, chairman and CEO of Canoo, said, "It's been a multi-year effort to get to this point, and we are delighted to have finalized these agreements, which enable Canoo to hire more than 1,300 Oklahomans and fulfill the vision of its state and tribal leaders to bring new industry to the state.”
Aquila said the agreement with the Oklahoma Department of Commerce will enable Canoo to receive performance-based payments from the Quality Jobs program and the Quick Action Closing Fund and to receive workforce training support. The Department of Commerce has issued a letter confirming Canoo's eligibility for certain state tax credit and tax exemption programs.
Aquila says that Canoo is pushing ahead with investments in equipment and jobs. Canoo will invest more than $320 million in its Oklahoma City assembly facility and Pryor battery module manufacturing plant. Together, these facilities will create jobs at wages that exceed average state and local salaries, according to Department of Commerce data.
Work at both locations, Aquila says, is progressing. Vehicle assembly equipment is in place and is being readied for installation work involving commissioning, testing, validation, and optimization at its Oklahoma City facility. In Pryor, similar work is underway to complete installation and begin months of work to calibrate, test, and validate the performance and integrity of the high-tech systems. Both plants will incrementally expand production capacity in line with the company's revenue forecasts, Aquila adds.
Canoo says it was attracted to Oklahoma because of the state's positive environment for business, reputation for dedicated and hardworking people, and entrepreneurial spirit. The company says it is pleased to play a role in contributing to the broader strategy shared by state leaders, the Cherokee Nation and MidAmerican Industrial Park to grow the local automotive sector and to attract new clean energy technology investment. The aviation industry is struggling to hang on to pilots and other jobs across the board, but the Oklahoma Aeronautics Commission says our students may be the solution.
New programs beginning for schools across the state are fast-tracking students into aviation.
Right now, parts of an RV-12iS aircraft are scattered across the Mid America Expo Center. That's because students from Pryor High School are building from the ground up. Students across Oklahoma now have an opportunity to jump-start a career in aviation.
The Oklahoma Aeronautics Commission says it's thanks to the Aircraft Owners and Pilots Association's initiative to rebuild pilot population and the aviation industry.
"We now have eighty-seven Oklahoma High Schools teaching this AOPA high school curriculum this year," Oklahoma Aeronautics Commission's Paula Kedy said.
Pryor High School is one of the schools offering the STEM program and one of only three that is building a plane like this one.
"Ironically, it's going to be one of the best-built airplanes out there," Dr. Jenny Peters said.
Peters teaches the program called Tango Flight. This is the first airplane the class is building which Peters expects to take two school years to complete.
This is the start of year two. She says just after the first year, students already moved on to successful careers.
"One gentleman is actually working here in the park. He works for RAE Corporation and one of the other students went to Spartan College and he is about to do his solo flight for his private pilot. So, he started the program this summer actually and he's already soloing," Peters said.
Senior Allen Perry says he was already taking other aviation classes, but when he heard about the chance to build a plane, he climbed aboard Tango Flight
"It's been real exciting getting closer to the people that are here just because it's a small class anyways and then knowing that what we're building is going to be in the air flying," Perry said.
Dr. Peters says if everything goes as planned, the plane will be flying by the end of summer 2024.

The new plant could be built in Oklahoma, Panasonic said in a statement to Reuters.
The battery maker has already entered into an agreement with the state, outlining both eligibility and terms of potential incentives the Japanese company could receive as a part of the state’s Large-scale Economic Activity and Development (LEAD) Act. This would give Panasonic access to nearly $700 million in capital investment rebates.
Nothing else has been agreed upon currently, but according to another report from The Oklahoman, Panasonic is requesting an additional $245 million for community and infrastructure upgrades, Oklahoma Gov. Kevin Stitt said. These upgrades would include anything from daycares to fire stations and other additions that would likely put the deal “over the finish line.”

The plant is set to supplement several companies in the U.S. hoping to take advantage of the Inflation Reduction Act that incentivizes companies to use U.S.-built battery packs and structure EV production domestically. BMW and Stellantis have had discussions with Panasnoic about potential facilities in the U.S.
Panasonic also relies on the EV companies reaching out to potentially make deals for a battery supply deal. In February, the company said it would cut its 2023 outlook by 12.5% after missing earnings expectations, and detailed how it would lean on automotive supply deals to help regain its footing.
A presentation during the company’s earnings call earlier this year said Panasonic would “focus on North America market where we can leverage advantages (high capacity) with established strong business foundation; achieve profit growth by expanding sales of 2170 cells and commercializing 4680 cells.”
Strong partnerships with automotive companies are a key factor in Panasonic’s growth moving forward. Its long-standing relationship with Tesla indicates it can handle large EV supply contracts and be a stable partner for companies looking to ramp up EV production.
Panasonic said last July it will build an EV battery plant in Kansas to help supply cells to Tesla as it grows electric vehicle manufacturing in North America.

In November, Canoo announced that it was acquiring the Terex factory on the west side of Oklahoma City and that it would be making battery modules at the MidAmerica Industrial Park at Pryor. It now appears that the plan is to begin assembling vehicles at the Oklahoma City facility, which Canoo will continue to share with Terex, before the end of the year.
But Aquila said that doesn’t mean Canoo has abandoned mega site plans at MAIP. He acknowledged that the project remains “behind schedule” and said the Oklahoma City plant will not meet full production needs.
“Our target in the state of Oklahoma is roughly 700 jobs by the end of the year,” he said.
Aquila said hiring will begin soon for about 110 new jobs at the $90 million MAIP facility and that some training for those jobs is already underway.
Batteries assembled at the Pryor industrial park will be used for Canoo vehicles and to fulfill a U.S. Defense Department contract, officials said.
The basic battery component will come from Panasonic, which considered building a large manufacturing plant at the MidAmerica Industrial Park before choosing a site in Kansas.
Officials said Wednesday that they don’t think the Canoo plant will tap into the $700 million Large-scale Economic Activity and Development — or LEAD — fund set up to lure Panasonic and later offers to Volkswagen, which recently announced plans to build in Canada, instead. That fund will be returned to the state’s general fund if not obligated by April 15.
Canoo has had a difficult time getting on the road, hampered in part by the COVID-19 pandemic. It recently agreed to pay $1.5 million in connection with a Securities and Exchange Commission investigation into Canoo and several other EV startups. Last week the company announced a fourth-quarter loss of $80.2 million and a loss for the year of $487.7 million.
Canoo stock was trading at $0.55 on Wednesday afternoon, down $0.05, amid reports that electric vehicle demand may be weaker than expected.
The company said during an investor call last week that it has $2.8 billion worth of orders but actually delivered one vehicle last quarter: a tactical vehicle called the Screaming Eagle, built as a test vehicle for the Army.
Canoo is known to have contracts with Walmart and others for delivery vehicles, and the state of Oklahoma has a tentative agreement to buy up to 1,000 Canoo EVs.

Canoo, the start-up electric vehicle manufacturer, completed its $34.27 million purchase Friday of the former Terex plant in Oklahoma City where it plans begin production later this year.
The company first announced its plans in November, saying the site at 9528 W Interstate 40 Service Road was strategically located with easy access to road and rail lines. The plant was owned by Terex, a machinery and equipment company that moved operations to Mexico in 2022.
The seller was represented by Brent Holliday and Mitch Hammack with KW Commercial, while the buyer was represented by Will Bryant with Adwon Properties. Canoo officials declined to comment Friday.
Hammack said the plant is in “phenomenal” shape, though some renovations will be necessary.
Canoo already has one facility in progress at MidAmerica Industrial Park in Pryor where batteries will be manufactured. Executives said the Oklahoma City campus will be adapted to accommodate a vehicle assembly line with innovative robotics, a paint shop and an upfitting center, powered by clean energy.
Originally built in 1972, the facility in the southeast corner of I-40 and Morgan Road includes a main 500,000-square-foot building, a 12,000-square-foot training center and a 37,000-square-foot office space on 124 acres.
“This is their first Oklahoma City facility, and it will be the more cohesive plant for production of their vehicles,” Bryant said. “It’s intended with the size and scope of it to be more on the production side.”
The company does have pending sales. Oklahoma agreed to buy up to 1,000 Canoo vehicles as part of an incentive package for the Pryor facility, paying between $35 million and $50 million for the vehicles over a span of five years.
Walmart agreed to purchase at least 4,500 of Canoo’s electric vehicles for same-day delivery of its products. And, Canoo will provide Crew Transportation Vehicles for NASA's crewed Artemis lunar exploration launches. The all-electric models are scheduled to be delivered to NASA by June 2023.
Canoo’s purchase follows a $1.5 million settlement last month with the U.S. Securities and Exchange Commission over questions related to merger with special purpose acquisition company, Hennessy Capital Acquisition Corp., and the departure of Canoo’s co-founder and former CEO Ulrich Kranz.
Online news site The Frontier reported earlier this week Canoo missed a key deadline and lost out on a deal to collect up to $10 million in state incentives from Oklahoma after failing to start construction on the Pryor factory.
The Frontier also reported the Oklahoma Department of Commerce amended the terms of Canoo’s other deals for state Closing Fund payments after delays on the Pryor factory, shrinking the company’s total award from $15 million to $7.5 million.
The Oklahoma City approved additional incentives totaling $1 million.
“It’s nice to see another milestone on the journey,” Mayor David Holt said. “It sounds like everything remains on track for electric vehicle manufacturing in Oklahoma City. Our incentives are performance based. If it happens, fantastic. And if not, nothing is lost. We want this to happen — it will mean high-paying jobs, manufacturing jobs, which our city values.”
