STILLWATER, Okla. (KFOR) – The Stillwater Chamber of Commerce and the Tonkawa Tribe have partnered to develop a new 60,000 square foot family entertainment center called the Hub in Stillwater.

The Hub will be located in Northeast Stillwater on North Perkins Road and East Airport Road. It will feature bowling lanes, four movie theaters, arcade games, pickle ball courts, meeting rooms, a sports bar and of course a food venue.

“I’m excited because we’ve got so many pickleball that we need another place to play,” said Connie Burd, Stillwater resident.

Stillwater resident, Connie Burd, said the limited pickleball courts in the city haven’t been able to keep up with the sport’s rise in popularity.

“The population has grown so much, this is a going to accommodate them. We have three courts, and we have 12 people playing, and then we’ve got about 12 or 16 people sitting out waiting to play. So, with these other courts that they’re building out there at the Hub it is fabulous,” said Burd.

The pickleball courts are just one feature of the hub. Families will also be able to enjoy a night out with 16 bowling lanes and 80 arcade games.

The project will be a team effort funded by the Tonkawa Tribe and the city of Stillwater.

“We have a really, really heavy family and children presence in our community and so I think having something that adults can come and have a great time, but also families can come and have a great time all under one roof is super exciting,” said Reagan Mitchell, Economic Development Coordinator at Stillwater Chamber of Commerce.

The entertainment center is also bringing in full and part time jobs to the city.

“The numbers I heard was 20 full time jobs for the hub and many part time jobs as well… To be able to go work in the hub would be a really cool place to work. So, I think it’s going to be great for our community on many levels,” said Brady Moore, interim City Manager for the City of Stillwater.

This will be the second HUB location. There’s a smaller one located in Tonkawa.

In a statement to News 4 the President of the Tonkawa Tribe of Oklahoma Russell Martin said quote, “The Tonkawa Tribe of Oklahoma is grateful to officially announce its presence in the Stillwater Community with the coming construction of the second HUB location. Our relationship with the Chamber of Commerce and City of Stillwater staff, as well as other community members involved later in the courting process, gave us the utmost confidence in the Stillwater community as the best fit for our second HUB concept. This partnership, fostered by relationships and deep mutual respect, will continue to be mutually beneficial for all parties. “I know that there’s a lot of people that are just really clapping their hands about this whole endeavor,” said Burd.

Developers plan to break ground within the next couple of months and expect the project to take 12 to 18 months to complete.

The Stillwater Chamber of Commerce is working with the Tonkawa Tribe to open an entertainment facility in Stillwater.

Alane Zannotti is the president and CEO of the Stillwater Chamber of Commerce. She took on both of these roles this January. For Zannotti, this facility is not only one of the biggest projects she has worked on at the chamber but also something that she believes the community has been missing.

“There’s not an entertainment or quality of life venue in this community that can service the whole family,” Zannotti said.

The HUB will feature 16 bowling lanes, four movie theaters, an arcade, a bar and a food venue. It will also feature multiple pickleball courts, a sport growing in popularity among all ages.

“It doesn’t matter whether you’re an OSU student, a Stillwater community member or a retiree,” Zannotti said. “Anybody can enjoy this.”

The HUB is not only filling a hole for entertainment and recreation in the community, it’s also the start of a relationship between the Tonkawa Tribe and the Stillwater Chamber of Commerce. The chamber has not worked with another tribe as closely and on a development to the degree that they are with the Tonkawa Tribe now.

“We are proud to partner with the Stillwater Chamber of Commerce to create a family-friendly entertainment destination that will not only enhance the quality of life for our residents but also attract visitors from surrounding areas,” Tribal leadership wrote in a news release. “The HUB will serve as a catalyst for economic growth and strengthen our sense of community. Together, we are building a brighter future for the Tonkawa Tribe and the entire Stillwater region.”

Reagan Mitchell is the Economic Development Coordinator for the Stillwater Chamber of Commerce. Zannotti credits Mitchell for most of the work done on the development of this project so far.

Mitchell believes this venue will serve to keep people living in Stillwater, as well as boost the local economy.

“We’re losing money to other communities like Tulsa and OKC that people could spend here, if we had a facility that was what they were looking for,” Mitchell said.

Mayor Will Joyce broke the news about the facility last week on Twitter.

“This is the kind of facility that people in the community have been asking about and wanting to see for a long time,” Joyce said.

Joyce recalled his time growing up in Stillwater, and compared the HUB to the Cowboy Mall, which opened in the 1970s and shut down in 2020. Since the facility located on Monroe and Hall of Fame was turned into the Northern Oklahoma College building, Stillwater has lacked a large-scale center for family recreation.

“It’s been a while since we really had that kind of a facility,” Joyce said. “If this would’ve been around when I was a student, we would’ve spent a ton of time there.”

McFarland Architects owner Connie McFarland shared the conceptual design for Stillwater Regional Airport’s new terminal at Monday’s City Council meeting.

Her company was chosen in 2015 to design the terminal after Oklahoma State University pledged $2 million to bring commercial air service to Stillwater.

She began her presentation explaining the project’s history. A temporary terminal – which would be used to build the new one – was put in place immediately following the 2015 announcement. A building for holdings and a building for TSA would then be added.

“We met frequently to try to make sure we had our arms around what was happening in the airline industry, as well as what might be happening at Stillwater so we could make sure and have everything sized correctly,” McFarland said. “Then in 2021, November, we were excited to hear that the bipartisan infrastructure legislation had passed.”

The Bipartisan Infrastructure Law authorized up to $108 billion to support federal public transportation programs, according to the Department of Transportation. The FAA then awarded roughly $1 million in funding to the Stillwater Regional Airport.

From there, the team visited Manhattan Regional Airport in Kansas and Paine Field Airport in Everett, Washington, to better understand a smaller terminal layout for commercial air travel and mocked it for the Stillwater airport. McFarland said the No. 1 priority was making the the terminal a good size for the Stillwater community and a size that will last until 2050.

“We got the understanding of the flow,” McFarland said. “This particularly design allows you to move quickly through, but we’re letting so much light in. Everybody’s going to enjoy the opportunity to walk through the building.”

COVID-19 delayed much of McFarland’s work, so the City of Stillwater had the Federal Aviation Administration review the multiyear contract to ensure it was still valid, Deputy City Manager Melissa Reames told the News Press.

“It was a contract that had some age on it, and we wanted to make sure that FAA was still in agreement that it was a viable contract,” Reames said.

After explaining the terminal’s interior, McFarland unveiled the theme, “Red Dirt.”

“It was actually Rep. (Trish) Ranson’s (idea),” McFarland said. “That helped us make decisions from there until the time we moved in. We are trying to represent the earth, the red earth, the indigenous earth that is here, but we also wanted to talk about the inside, maybe some red dirt music playing.”

McFarland continued with her presentation, taking the audience through the 31,275 ft. building. She said the wing form on the north side of the building represents the feeling of flight. The back of the building is covered in large windows.

All of the furniture and decorations inside go with the red dirt theme.

Inside, there is an inclusivity area that allows individuals to sit in the plane. This will help calm their nerves if they are anxious about flying. This feature allows them to gain the full experience of being on a plane before they board.

Among the many inside features are two concession stands, a nursing room and a wellness room for people who need to calm down. There is also a Service Animal Relief Area (SARA) that will alleviate lines and checkpoints with animals.

“The building really talks about sports and it really talks about agriculture, and we believe it talks about this part of Oklahoma,” McFarland said. “It’s not just arbitrary where you can put it anywhere. It’s Stillwater.”

Mayor Will Joyce said he was a big fan of the design and that it is something that the community will be proud of.

McFarland has help from many companies including Mead & Hunt, Inc. – an engineering and architecture company that has done all of the planning for the terminal – national engineering and architecture firm Parkhill, LVR, Wells Design and many others. McFarland said the terminal took a team of about 20 to 25 to get the project to 30%, which is the percentage of where it was on Monday.

A two-year construction time is expected for the project. The team is hopeful that they can begin construction next spring and move in the summer of 2026.

“We were kind of laughing at ourselves over crying, and Charlie busted out some wisdom,” Barnard told News Press on Wednesday morning. “He said, ‘We’re not crying because we’re going to Shiloh, we’re crying because we’re leaving Stillwater.’

“I’ve kind of latched onto that a little bit.”

Roughly an hour prior to recollecting that moment, Barnard met with this fall’s team at Stillwater to share he was returning to Shiloh Christian (Arkansas), where he previously served as a coordinator, in a move that effectively puts the punctuation on a storied 12 years with the Pioneers.

He’ll depart Stillwater with an overall record of 93-43, including 55-6 over the past five seasons. Barnard led the Pioneers to an undefeated, title-winning campaign in 2022, marking the program’s first state title since 1967.

“It’s been a whirlwind, for sure,” Barnard said. “It’s been a crazy week. I’m gonna miss my time here greatly. … I’ve had more fun than I could’ve ever imagined.”

Stillwater athletic director Brian Warwick told the News Press the school hopes to have the position listed by the end of the week and filled as soon as possible. Chad Cawood, the Pioneers’ offensive coordinator under Barnard, has been named the interim head coach.

The position at Shiloh opened when Jeff Conaway, who served as both the football coach and athletic director, announced his resignation via social media on June 12. Barnard has known of the possible opportunity for a couple of weeks, but he said he didn’t spend a lot of time thinking about it.

Watching from afar, he figured he had an idea of Shiloh’s leading candidate. It turned out to be him, though. He interviewed last Thursday, was offered the job on Sunday and accepted on Monday, when he and his family made the trip from Stillwater to Springdale, Arkansas.

“When I learned there was an interest – they had an interest in me and the types of things that they’re trying to do and the things they were able to offer to me and my family – it was just an opportunity we couldn’t afford to miss,” Barnard said.

The same opportunity arose almost a decade ago. But Barnard didn’t want much to do with it then, even if it meant returning to the place where he won four state titles in seven years as a coordinator.

Conaway was hired at Shiloh in 2014, and Barnard, then less than a handful of years removed from playing such a large part in the Saints’ successes, was a prime candidate. He couldn’t leave Stillwater. Not yet, anyway.

“I felt like we hadn’t done what we had set out to do. There was too much work left on the table,” Barnard said. “Today, as sad as I am to leave, I’m proud of what we’re leaving. I’m proud of where the program is. I’m proud of where the program’s going. I think the trajectory is still upwards.”

If there’s anything that makes this type of life-changing move any easier, Barnard said, it’s what he and the Pioneers were able to do this past fall – a culmination of what they’ve built toward since he was hired in January 2011.

Under Barnard, Stillwater made it to three title games (2018, 2019, 2022), won five district titles and won another seven conference titles. The Pioneers were purely dominant in 2022, completing the rarity of an undefeated season by capturing the Class 6A-II title for Stillwater’s first Gold Ball in 55 years.

“I don’t know if I could’ve left any other way,” Barnard said. “I told the guys today that I stood in front of the team 12 years ago and promised that we were gonna – and no disrespect to anybody – that we were gonna restore Pioneer Pride, that we were gonna compete for championships and win them. I don’t know if I could’ve left without fulfilling that.”

Through it all, everything he and Stillwater have been able to accomplish, Barnard wants it to be known that he couldn’t have done any of it without those around him. Players. Coaches. Parents. None of it would’ve happened without them, he said.

It was always going to take a lot to lure Barnard away from Stillwater. That’s where he established himself as one of the top coaches in Oklahoma – and established the Pioneers as a perennial powerhouse.

But if there’s anywhere that could have, it’s Springdale. And it has.

Barnard was born in Fairfax and graduated from Oklahoma State in 1998. He spent four years at Arkansas Baptist High School – one as a coordinator and three as the head coach – before making his way to Springdale. That’s somewhere he’s always considered home, though.

On Monday, he’ll kick off summer workouts at Shiloh and become reacquainted with the place that initially molded him into the person he is today, the person the Pioneers have enjoyed over the past 12 years and the person who’s forever ingrained into the fabric of Stillwater.

“I can’t tell you how much growth I had in the seven years that I was (in Springdale). I’m so excited to get my kids into that school and in that church,” Barnard said. “I know the heart of those people there and the instruction and leadership and wisdom that’s gonna be passed down to my kids. You can’t put a price tag on that.”
