WOODWARD — The manager of a state park has been charged with possession of child pornography and suspended without pay.
Tucker Gene Heglin, 33, admitted he was addicted to child pornography, an OSBI agent reported in an arrest affidavit.
He was arrested Jan. 4 at Boiling Springs State Park, about four miles northeast of Woodward.
The Oklahoma State Bureau of Investigation first checked on Heglin in 2015 after getting a tip about child pornography from a special agent for the New Mexico attorney general, according to the affidavit. At the time, Heglin was manager of Black Mesa State Park, which is in the Panhandle.

Agents questioned Heglin last week. He told agents he first downloaded child pornography out of curiosity during a time that he was lonely, according to the affidavit.
He admitted there were hundreds of child pornography files on his computer, the OSBI agent reported.
"Child pornography became an alternate to adult pornography," the agent, Rachell Savory, wrote in the affidavit. "Heglin understood the children in the images were not willing participants in their abuse or creation of the images or videos. Heglin never had urges to touch a child in real life."
Savory works in the OSBI's Internet Crimes Against Children unit.
Heglin was charged Jan. 6 in Woodward County District Court. He faces the felony child pornography possession count and a felony computer crimes count. He was released from the Woodward County jail Jan. 6 on a $100,000 bond. He was ordered to have no contact with minor children.
He could not be reached for comment.
“The Oklahoma Department of Tourism and Recreation is fully cooperating with the OSBI in their investigation," Executive Director Shelley Zumwalt said.
"After being notified of the arrest, the agency took immediate action and placed this individual on suspension without pay. OTRD is committed to providing safe environments for every state park visitor and has zero tolerance for anything but total compliance by agency staff to all state and federal laws," she said.
Agents drove to Heglin's home in Weatherford in 2015 but saw no vehicles at the address and did not question him then. There was no explanation given in the affidavit for why agents did not follow up until last week.
At the time, tips had to be assessed with the most imminent — a child being in immediate danger — prioritized due to low staffing levels and a lack of affiliate local law enforcement agents that had been trained to investigate these type of cases, the OSBI public information officer said.
"This is why our former director pursued additional funding from the Legislature to build out a more robust unit," Brook Arbeitman said. "We now have seven agents assigned to the unit, as well as triage agents, multiple analysts and forensic criminalists."
In 2022, the OSBI received 6,004 cybertips about child pornography. The public information officer said 3,461 were forwarded to Internet Crimes Against Children affiliates, 2,543 were worked internally and 2,000 were assessed and closed.

The mosquito surveillance program, which occurs across multiple counties in Oklahoma, traps mosquitoes and tests them weekly for the presence of WNV. Mosquitoes transmit WNV, and a positive mosquito pool means there is an enhanced risk of WNV exposure to people in this area.
Preventing mosquito bites is the best way to protect yourself from WNV infection. West Nile Virus symptoms are commonly mild, with signs of fever and headache. However, 1 in 150 humans do develop more severe symptoms, including meningitis or encephalitis that can lead to death, the health department said. There are activities city officials can take to decrease mosquito abundance and minimize the population’s exposure to mosquito bites.
Consider promoting the following action steps to decrease community- wide mosquito exposure.
Promote community messaging to inform citizens how to avoid mosquito bites and eliminate mosquito breeding grounds around their homes.
Example messages are:
• Use EPA-approved insect repellent, such as DEET, when outdoors.
• Eliminate areas of standing water inside and outside your home.
Standing water is where mosquitoes lay their eggs. Examples of objects that collect enough water for mosquitoes to lay eggs and hatch are toys, wheelbarrows, tire swings, flower pots, buckets, birdbaths, outdoor pet water bowls, trash cans and bottle caps.
• Keep mosquitoes outside by maintaining window screens.
• Avoid being outdoors at dusk and dawn when mosquitoes are most active.
• Wear long sleeves and long pants to shield skin from mosquitoes.
Conduct a community-wide inspection to identify and eliminate areas of stagnant water that serve as mosquito breeding grounds.
• Inspect tire shops and educate operators on the importance of preventing water from being trapped in tires
stored outside. Water trapped inside tires should be dumped weekly or treated with larvicide.
• Abandoned swimming pools are sources for mosquito reproduction and are candidates for larvicide treatment.
• Repair areas where water collects and does not drain. Examples include broken water lines, loading docks, blocked storm drains, culverts and potholes.
• Treat persistent areas of stagnant water with larvicide.
• Conduct city-wide campaigns to eliminate debris that can serve as mosquito breeding grounds

Woodward will continue to host the Miss Rodeo Oklahoma Scholarship Pageant through 2026, the pageant council announced this week.
The pageant is held in conjunction with the Woodward Elks Rodeo and the 2024 pageant is scheduled for June 4-8.
“The ORPC (Oklahoma Rodeo Pageants Council) membership was unanimous in its vote to return to Woodward for the pageant,” said Reba Lasater, ORPC president. “We appreciate being involved with such a top-level Professional Rodeo Cowboys Association rodeo and a community that values the Miss Rodeo Oklahoma program. The pageant is highly regarded for the educational experience it provides contestants across four age divisions: sweetheart, princess, teen and miss. The Miss Rodeo Oklahoma Pageant is structured to mirror the Miss Rodeo America organization, providing valuable experience to Oklahoma’s young women active in promoting rodeo and the western lifestyle.

WOODWARD — Mark Ward, recently hired as the high school baseball coach and assistant athletic director at Woodward Public Schools, has resigned after a wave of objections from concerned community members on social media.
The controversy stems from Ward's legal troubles in the 1990s, which have resurfaced and ignited outrage among parents and residents.
In recent weeks, Woodward Public Schools shared multiple posts on their Facebook page to announce new teachers, including an announcement of Ward's hiring on Aug. 18.
Concerned community members voiced their objections to Ward's employment previously by commenting, and later by sharing the post. Commenting has been turned off for posts regarding Ward.
In the post on Facebook announcing Ward's resignation, the district wrote that the administration “followed the same background checks that every school district employee in Oklahoma must pass.”
Ward's resignation was effective Tuesday.
“The resignation results from the continual social media and community objections to the events from the 1990s,” the district wrote.
The Oklahoman reported in 1998 that Ward pled no contest to a reduced charge of sexual battery involving a 15-year-old student from Vici High School. He was accused of fondling the student at his home in 1994. Under a plea agreement, he was prohibited from working in public schools for two years.
Since then, Ward has worked in El Reno, Elk City, and Leedey, according to his website, Mark Ward Ministries.
Ward addressed his resignation on his website.
“I stand today very thankful for the Woodward school board and administration for giving me the opportunity to coach, lead FCA and work as Asst. Athletic Director,” Ward wrote. “It takes courage. The leadership at Woodward is willing to do what is necessary to have the best culture possible. I believe they have assembled a great team of coaches and teachers regardless of whether I am a part of that plan or not.”

First on Tuesday, is the Northwestern Electric Touch a Truck at the Woodward County Event Center.
Hours are 5 p.m. to 7 p.m. and the night is free for all ages. You will have the chance to see a bucket truck, fire trucks, trash truck, tankers, Ranger truck, helicopter and more
There will also be various booths giving handouts and a free hot dog dinner.
On Thursday, the Woodward Livestock Auction, now owned by Western Livestock Auctions, will hold its grand reopening from 8 a.m. to 10 a.m. at the sale barn at 900 N. Lakeview Drive. A free come and go breakfast is planned at the cafe with the program starting at 9 a.m. and ribbon cutting and sale opening at 10 a.m.
Also on Thursday, the Stock Exchange Bank will hold its annual silent auction to benefit the United Fund.
Auction items include Oklahoma City Thunder tickets, OSU basketball and football tickets, along with baked goods, blankets, themed baskets, golf balls, Thunder basketball lighted display, a Northwestern Oklahoma State University basket and much more.
Hours for the auction are 9 a.m. to 3:30 p.m.
Friday’s events include the United Fund’s annual Trivia Night at the Woodward County Event Center from 6 p.m. to 9:30 p.m. All money raised will go to Woodward’s United Fund Drive.
Dinner starts at 6 p.m. and the trivia game begins at 6:30 p.m.
United Fund benefits a dozen local non-profit agencies in the community.
Grand prize for the Trivia winners is $1,000.
Also Friday is Movies in the Park at Centennial Park. Food trucks will be on hand at 5 p.m. with registration for a costume contest at 5:30 p.m. The costume contest is at 6 p.m. and the movie Halloweentown will start at dusk.
If you are in to watching the stars, the Star Creek Astronomical Society and KOA members are holding their second annual Okie-Kanza-Tex star party at the Selman Living Laboratory near Alabaster Caverns.
Programs start at 8 p.m. in the lab’s classrooms or the East Dome.
Organizers said they will be using information from the NASA Nightsky network, phases of the moon and meteorite kits.
Another event Friday is the Woodward County Chapter of EMT’s golf tournament at the Boiling Springs Golf Club. Registration starts at 7:30 a.m. with a shotgun start at 8:30 a.m. There is also a silent auction and 50/50 raffle. Proceeds fund EMT scholarships and training in Woodward County.
On tap Saturday (Oct. 7) is the popular Pick of the Patch pumpkin event that benefits Western Plains Youth and Family Services.
The event starts at 9 a.m. in the McDonald’s parking lot and will go until sold out. Pumpkins are sold by donation and volunteers will be on hand to assist anyone needing help.
A year ago, the pumpkins sold out in a hurry and raised thousands of dollars.
All proceeds to go Western Plains programs.
Also Saturday, Oct. 7 is the Walk for Life on the Goetzinger Walking Trails.
This event replaces the annual Life Chain and is a benefit for the local Pregnancy Center.
Hours are 8 a.m. to 10 a.m. and walkers and volunteers will meet at the Cedar Heights Elementary School.
